TSA Referee

Policies and Procedures

Fees and Payment Procedures

  •  11 v 11 Games 

    • Two 45-minute halves. Refer to TSA’s specific time structure here.

    • 1 Center Referee, $65;  2 Assistant Referees, $45 each

  • 6 v 6 Games 

    • Two 25-minute halves

    • Single Referee $50

  • 8 v 8 Games

    • Two 35-minute halves

    •  Single Referee $55​​

Payment Procedures

​

Referee payments will be processed within 48 hours of the referee submitting complete and correct game reports. Payments are sent via Venmo. See below for submitting reports.

Payment adjustments may be made for the following circumstances.

 

  • A canceled game 1 hour before kick-off.

    • No Payment

  • A canceled game less than 1 hour before kick-off due to weather or other technical issues that were out of our control. 

    • $10 per referee for the first games only. 

  • A canceled game after kick-off due to weather.

    • Full Payment

    • Note: Cancellation must be called by the City of Tallahassee or a TSA Board member, not referees. 

  • A canceled game due to team forfeits at the time of kick-off (after the 10-minute grace period)

    • Full Payment

Game Procedures

Before

  • Receive match report from assignor with QR code link to rosters. 

  • Check in players. No one plays unless they are on the game day roster.

During

After

  • Submit score using TeamPass QR code link.

    • Select SCORE: Enter the score for each team > check complete > SUBMIT

  • Report Disciplinary Action using TeamPass QR code link.

    • Select PLAY BY PLAY to report yellow and red cards: ADD RED CARD or ADD YELLOW CARD > Select player & misconduct code from drop down > SAVE

    • Email USSF Supplemental for red card to playTSAsoccer@gmail.com

    • Injury can be reported on supplemental or in TeamPass > Play by Play > Add Injury

  • Submit Payment Request

Rules of Competition

In addition to the attached rules, please follow the time structure specific to TSA. 

  • The clock starts when the ball is kicked and moved. 

  • Each half shall have three 15-minute periods with two 3-minute water breaks and the game shall have a 5-minute halftime break. The clock does not run during our water break resulting in time added at the end. The three periods should be relatively even in length. If the game is shortened (due to weather/field availability/etc.) the water breaks should continue to divide the half into 3 even periods (For example, 30-minute halves would allow for 10 minutes of play)

    • Rather than a 15-minute half, per LotG, our half is five minutes to account for two 3-minute water breaks each half. (17 minutes for half & water, consistent with traditional games with 45 minute halves in IFAB LotG).

  • If you’ve made a clear effort to get players to return to the field, time may resume after the 3-minute water break before the ball is in play. 

  • Time allowance for time lost is made at the end of each half or 15-minute period.  

  • Player substitution is only permitted during water breaks and halftime, with an exception for the following instances: injured and cautioned players shall be substituted any time play is stopped by the referee.

Note: Disciplinary Action: Any player who is cautioned (yellow card) will be suspended from play for the rest of the period. The player may return to play after the next water break or halftime.

Note: Disciplinary Action: Any player who is cautioned (yellow card) will be suspended from play. Cautioned players must sub off immediately and remain subbed off for 5 minutes or until the end of the current half, whichever occurs first.

8v8

Note: Disciplinary Action: Any player who is cautioned (yellow card) will be suspended from play. Cautioned players must sub off immediately and remain subbed off for 10 minutes or until the end of the current half, whichever occurs first.
